  1. Gathering requirements. Conduct interviews, surveys, and workshops to understand the metadata needs and user stories cases. Doing this in the form of interviews, focus groups or workshops usually works better than sending out a form, because catalogue users may not be used to thinking in terms of potential queries they may perform in a catalogue. During an interview or workshop you have the possibility to guide this process a bit and ask further questions.

  2. Define scope. Establish the boundaries of what the schema will cover and prioritize requirements. Have a look at the Health-RI metadata schema and HealthDCAT-AP to see what it is already covered for your domain.
